How Plans Are Sized

One 280 megawatt solar project filed 4,701 pages just to apply for its state permit

That is the Excelsior Energy Center in New York, counted page by page from its public siting application: 41 exhibits, 79 appendices and 32 figures. No EPC contract yet, meaning engineering, procurement and construction. No construction drawings, no submittals, no requests for information (RFIs). Your plan is sized by records like this one: the pages you bring in each month. Not your revenue, and not your headcount.

Pages per month, drawn to scale
Where that one application lands on each plan
Project$1,650/mo
2,500 / mo5,000 in month one
Takes two months at the monthly rate. Commit to three months and it fits in month one.
Program$3,950/mo
6,500 / mo13,000 in month one
Fits in a single month with 1,799 pages left over for the job you are bidding.
Portfolio$6,750/mo
12,500 / mo25,000 in month one
Fits in a single month more than two and a half times over.
The permit application is one document set on one site, before construction starts. Your plan also has to carry the contract, the drawings, the submittals and the questions that come after.

Entergy solar build-own-transfer request for proposals, the scope exhibit to its model agreement. Revision 1, June 2024.
69 pages of scope. 385 pages of appendices behind it.

Excelsior Energy Center, 280 MW, with the New York grid operator and the New York Power Authority. Amended June 2025.
146 pages of terms before the first appendix starts.

Geotechnical engineering report
Excelsior Energy Center, 280 MW, New York. Prepared by Terracon, January 2020.
37 pages of findings. 178 pages of field and lab data behind them, including pile load tests at 10 locations.

Look at where the pages are. The body of each document is the part that gets read on a deadline. The appendices and exhibits are where the requirement sits, and on six of these seven documents they make up most of the page count.

Every document on this page comes before construction. Add the EPC contract, the construction drawings, every submittal and RFI, and the daily reports, and a closed-out utility-scale project runs past 10,000 pages.

Page counts taken from the published PDFs, September 2026. The geotechnical report is counted on its own here and is also part of the siting application. The Three-Month Commitment

Three payments. Four months of pages and credits.

Month one is the heaviest month you will have. You are loading the record you already own while you work the bid in front of you. Commit to three months at the same monthly price and we match your first month's pages and credits, one for one.

21,337pages in one month

That is one EPC team's onboarding month on Axion, loading its history while working live bids. The same team's steady pace on pre-construction alone runs past 6,000 pages a month. The first month is where teams run out of room, and the bonus is built for that month.

Axion deployment data, live utility-scale EPC customer, 2026
Would rather go month to month from day one? Same price, no commitment. The bonus is the only difference.

The bonus equals one month of your plan's pages and credits and is added once, at the start of a three-month commitment. It does not add storage, has no cash value, and is issued once per customer. Bonus value uses the Page Pack rate of $0.50 per page and the Insight Pack rate of $1.00 per credit published in the order form below.

The Order Form

Every rate, defined and published

We are the only platform in this category publishing prices. That is worth nothing if the unit is vague, so here is exactly what a page is and exactly what everything costs.

What counts as a page
One page is one side of one sheet, as the document was issued. There is no multiplier for file size, drawing scale, or scan quality. A 40-page spec section is 40 pages whether it is 2 megabytes or 200.
1 pageA D-size drawing sheet
1 pageA one-line email in a project thread
40 pagesA 40-page specification section
1 pageEach sheet of a scanned as-built
For scale on real filings: the documents counted earlier on this page run from 215 pages for a geotechnical report to 4,701 for one solar project's siting application. An owner-to-EPC contract with exhibits runs 1,000 to 2,000 pages or more. A subcontract agreement runs a few hundred. A finished, closed-out utility-scale project runs past 10,000 once email, daily reports, weekly reports, QA/QC records, submittal revisions and closeout are counted.

Storage Above Plan

Each plan includes 12 months of its own ingest volume, so this line stays empty for most of the first year.
Terms. Plans run month to month at list price. Your plan's monthly pages and credits reset each billing cycle, do not roll over, and are used before any bonus or purchased balance. A three-month commitment adds a one-time bonus equal to one month of your plan's pages and credits, and unused bonus rolls forward until used. Pack and storage rates are variable and may change with at least 30 days written notice. You can move up a plan at any time.
18%
of project time goes to searching for information, not using it.
Procore and Dodge Construction Network, published 18 Aug 2026. Reported as more than eight working weeks per person per year. Source

That number did not come from us. It came from the company whose software most of these teams already run, working with Dodge. Read it twice: the searching is happening inside the systems built to organize the files.

A document management system tells your estimator which folder the answer is in. It cannot tell her the answer.

Eight working weeks per person per year is not a software problem you can solve by buying more storage. It is a payroll line, and it renews every January whether or not anyone puts it in the budget.

Your Numbers, Not Ours

What your team spends looking for answers

Use the salary you actually pay, not an hourly rate nobody on your team recognizes. We add the burden for you and show the arithmetic. Every default here is set at the conservative end on purpose: 18% is the published figure, and it sits below the 20% to 30% range we measure on live deployments.

$47,400

Break-even
12.5%
Axion pays for itself by giving back 12.5% of that lost time. Every hour after that is margin.
8.0x
Search cost compared to plan cost
$395
Per person, per month, at this headcount
Seats are not counted or charged. Put the field team, procurement and QA/QC on it too, and the fee does not move.

How this is calculated. Salary times your burden multiplier, divided by 2,000 hours, gives the loaded cost of an hour. That times headcount, times 2,000 hours, times the share of time spent searching, gives the annual number. We use 2,000 hours rather than the 2,080 most firms pay for, because it is the lower figure. Break-even is the plan's annual fee divided by the search number: the portion of lost time Axion has to give back before the plan costs you nothing. We are not claiming Axion recovers all of it. We are showing you how small a fraction has to come back. Salary bands are from published 2026 construction compensation data, and every input is yours to change.

Accuracy

Nobody reads page 847 the way they read page 1

Your estimator is good. That is not the problem. The problem is that a 1,200-page bid package gets read once, on a deadline, by someone who has already read four others that week. Attention runs out. Axion reads every page of every document to the same standard every time you ask it, and it does not care what time it is.

Rework every year from bad project data
Across US construction, and it accounts for 52% of all rework. That is the bill for information that was in the documents but did not reach the person who needed it.
Autodesk and FMI
42%
Of project knowledge is never written down
It lives with the people who did the work. When they retire or move on, it leaves with them. The written record is the only part anyone can query later, which is exactly why it has to be searchable.
Axion research
1.4seconds
To answer an RFI that normally takes days
Measured on a live utility-scale deployment, on a question about Sungrow inverter firmware. The same question without Axion runs 48 to 72 hours. Same documents, same answer, different wait.
Axion deployment data. RFI means request for information.
What that does and does not mean

Axion returns the source document behind every answer, so nothing has to be taken on faith. If the answer is not in your documents, it says so instead of guessing. It does not invent contract terms or make up equipment specifications.

It also does not replace the person reading the contract. It makes sure that person is not the only thing standing between your company and a requirement buried on page 847 of an exhibit nobody opened.

What Is Not On Your Bill

Three lines you will not find here

Construction software is usually priced on how big you are, how many people log in, and how much help you need to turn it on. None of those are inputs to an Axion invoice.

Line item Common in construction software Axion
Implementation $50,000 to $150,000 in year one on volume-priced platforms $0
Per-seat fees Priced per user, so adding the field team costs more Unlimited users on every plan
Revenue-based pricing $15,000 to $80,000 a year scaled to your annual construction volume Priced on your record, not your revenue
Published price Quote only, no public rate card Every rate on this page

Volume and implementation figures are third-party estimates for Procore, which prices on annual construction volume and does not publish rates. Document Crunch and Trunk Tools publish no pricing at all. We name them because they are the platforms EPC teams actually evaluate against us, and because a buyer deserves to know what the comparison looks like before the first call. Why Now Is Different

The schedule stopped being flexible

Every plan on this page is priced in months. The two numbers below are what a month is worth on a late solar or battery storage project right now.

48E Investment Tax Credit
481
days until 31 December 2027, the placed-in-service deadline for projects that missed the 4 July 2026 start-of-construction safe harbor.
Projects that broke ground on or before 4 July 2026 keep their four-year window. Everything after that date has to be energized and placed in service by the end of 2027 or the credit is gone. Not reduced. Gone. On those projects the schedule is the tax equity.
Section 48E termination rules under H.R. 1 and IRS Notice 2025-42. Reference
Delay Liquidated Damages
$300,000
per day on a $150M engineering, procurement and construction contract at a 0.2% daily rate.
Delay liquidated damages in EPC contracts typically run 0.1% to 0.5% of contract price per day, capped at 5% to 10% of contract value. You do not need our number for this one. Open your own agreement and read the rate you signed. Then decide what a 48-hour wait on an RFI answer is actually worth, and how many of those it takes to move a milestone.
RFI means request for information. Rate ranges are standard EPC contract practice, not an Axion measurement. Reference
Partner Program A negotiated discount on a standard plan, in exchange for roadmap input and early access
Common Questions

Before you ask

All of them. Every plan carries unlimited users. There are no seat counts and no per-user fees anywhere in Axion pricing. Put your estimators, project managers, superintendents, procurement staff and project engineers on it. The fee does not move. The cost per person drops every time you add someone, which is the opposite of how the rest of your software stack works.
No. No implementation fee, no onboarding fee, no professional services minimum. Your first month's fee is your first cost. Platforms priced on annual construction volume commonly add $50,000 to $150,000 of implementation in year one before anyone has answered a single question.
No. Every standard plan runs month to month at list price, with no annual contract. If you commit to three months instead, you pay the same monthly price and your first month's pages and credits are matched one for one. Enterprise agreements are annual.
Commit to three months on Project, Program or Portfolio and you get a one-time bonus equal to one month of your plan's pages and credits, added in month one. See the month-by-month table. Each month, your plan's own pages and credits are used first, and the bonus only covers what runs past them. Any bonus you do not use rolls forward until you use it. The bonus does not add storage, has no cash value, and is issued once per customer.
No. Your revenue is not an input to your bill. Axion prices on the size of the record you keep, which is something you control. A contractor doing $400M a year with one active project pays less than one doing $80M across nine.
Foundation Blocks. 5,000 pages for $2,500, one line item, one purchase order, and they never expire. Blocks are drawn only after your monthly allocation is used, so loading history never competes with the job you are bidding this week. Most firms start with the last two or three closed projects in the same market, because that is where the answers to this year's questions already live.
Your plan's monthly pages and credits reset each billing cycle and do not roll over. Two things do carry forward: bonus pages and credits from a three-month commitment, which roll forward until you use them, and purchased packs and Foundation Blocks, which never expire. Your plan's monthly amount is always used first.
Never. Your data is never commingled with another customer's, and no question anyone else asks can reach it. We do not use your documents to train any AI model, including those operated by our providers. That is a term of our contract, not a policy we could quietly change. See our Privacy Statement for the full detail.
Procore runs your workflow. SharePoint holds your files. Neither can answer a question about what is inside those files. The 18% figure at the top of this page comes from Procore's own research with Dodge Construction Network, published in August 2026. That number was measured on teams who already own the document system. When your estimator needs to know whether the geotechnical report on a 2023 site flagged expansive soils, those tools hand her a folder. Axion hands her the answer and the document it came from.
Every text-based document in your project ingests today: specifications, contracts and exhibits, RFIs, submittals, geotechnical reports, schedules, meeting minutes, as-builts and closeout documents. That is where contract and financial risk lives. Native drawing ingestion, meaning visual reading of plan sheets and single-line diagrams, is in development.
Partners subscribe to a standard plan and receive a negotiated discount on the monthly fee. Terms are set directly with each partner. Partners get monthly roadmap input, early access to new agents, logo placement, and a direct line to the product team. It is not a separate product, and pack and storage rates are the same for everyone.
Before the next bid package lands. Axion is most useful when the record is loaded before the questions start. Teams that onboard between projects are working from day one of the next one. Teams that onboard mid-bid spend the first two weeks catching up on ingest while the clock runs. Commit to three months and your first month's pages and credits double, which gives you room to load history in the same month you start live work.
Enterprise and Data Center

Multi-building campuses do not fit a monthly page plan

A hyperscale campus or multi-site program generates mechanical, electrical, structural, controls and commissioning records at a volume no monthly tier covers, and the historical record at onboarding can run past 100,000 pages on its own. Those deals are structured as one annual commitment, invoiced quarterly, drawn down as you use it. One purchase order, no monthly approvals.

Annual committed drawdown Quarterly invoicing Unused balance rolls in year Custom MSA Service level agreement Data processing addendum Named account manager Unlimited users
